I don't have a wall meter any more, but when powered down what's it pulling?

What I'm trying to determine is, would I save any money by using a smaller (more efficient) power supply which can fire up a relay to power the atx psu/ wall block to power everything...

Once you take into account of power drawn to energize the coil, i already start thinking it might use more, unless i use a solid state relay?
 
You'll save a lot more power if you ensure your monitor(s) turn off when you power down your PC.

An ATX power supply in standby mode should consume no more than a couple of Watts. You can probably devise something that consumes less power, but how much extra power will you spend soldering
